The USA cannot control Turkey's TB-2 exports.
The (clearly) political and bureaucratic impotence of the USA against the Turkish TB-2 export program, plainly demonstrates that the USA national security system is too ossified to be effective. Even the currently in vogue Ukraine aid program is constrained by a variety of considerations.
